A fruit is the ripened ovary together with seeds of a flowering plant.

Strawberries' fleshy part is derived not from the ovaries but from the peg at the bottom of the hypanthium.

Strawberries are accessory fruit (=false fruit).

A tomato is the ovary, together with its seeds, of a flowering plant: therefore it is a fruit.
Due to the scientific definition of a fruit, the tomato remains a fruit when not dealing with US tariffs.
